That combination of a larger 16mm cross-section and three cores makes it the sort of cable used for heavier fixed wiring where a single-phase live, neutral and earth need to run together, or for connecting equipment that draws a substantial current. It is not the light flex you would use for a lamp or a short appliance lead; the size and 100-metre reel point to installation work rather than small repairs.
